The process to Control Cost and Schedule Growth

The HDI has developed a detailed and comprehensive SOP on cost control and logistical management. The objective of this SOP is to provide an efficient and cost-effective service to the clients.

The HDI will control and manage costs through the use of cost tracking. A record of expenditures will be kept by the SS and monitored by the operation manager (OM). The SS will, using an Excel cost tracking program, monitor man-hour and the money spent. The head-office finance section has overall control over expenses incurred in the field level, as all bills and supporting documents are checked and endorsed by the controller.

HDI has successfully practiced a team-work approach to make its projects stand-alone. This practice has given very positive outcomes in Bagram Airfield's demining operations. This approach can be implemented during the contract to promote the interaction process with the customer. The result will be a timely and cost-effective response to different projects implemented simultaneously.

Schedule

  • The project schedule presents a schedule containing task deliverables.

  • The OM and SS will control and manage costs through the use of Purchase orders. A record of expenditures will be kept by the SS and monitored by the OM. The OM will, using an Excel cost tracking program, monitor man-hour and monies used.

Interaction Process with the Customer

  • Upon notice from the customer of the contract award, HDI will mobilize the survey team. The HDI Operations Manager will prepare the Work plan for approval. The Operations Manager and SS will begin coordination of mobilization of personnel and equipment with the customer. During this period the Operations Manager/Program Manager will coordinate and meet with the customer on a regular basis to ensure all plans are finalized and accepted.

  • HDI will finalize personnel assignments to the project. HDI will finalize all vendor contracts and sub-contracts for services if needed. HDI’s procurement office will check the store for availability of equipment, finalize purchase and or lease agreements for equipment and materials.

  • During this period HDI will preposition HDI-owned equipment and assets. HDI will also begin refresher training for project personnel assigned to the project who were not in operations for some time. If needed, HDI can use the expertise of its current personnel involved in other projects of HDI. Combined teams of new and experienced deminers will be formed for a better result and for capacity building and capacity development of Afghan deminers.

  • Temporary facilities and field equipment will be mobilized to the project site. the plan will include the following:

  • Safe administrative area

  • First Aid Site

  • Vehicle Parking Area

  • Haul Routes for vehicle traffic Medical Evacuation Assembly Area

  • Equipment Storage, Emergency Evacuation Routes

Project Equipment

Project equipment will be provided to perform the designated tasks associated with mine/UXO clearance, and all related material handling, loading, and transportation activities. All equipment will be decontaminated and inspected for hydraulic or gasoline leaks prior to mobilization. Equipment anticipated to be used in this project includes, but is not limited to the following:

  • Pickup trucks and vans for use as support vehicles

  • MIL-D1 Metal detector

  • Schonstedt Magnetic Locator

  • Foerster Bomb Locator

  • Large Loop Detector

  • Backhoe Loaders

  • Personnel Protective Equipment

  • Demining and UXO clearance equipment and tools

  • Mine Detection Dogs
